The Victor Hugo Exhibition Hall, which for years enlivened life on Limpertsberg with its numerous trade fairs, now seems like an urban sin, much like the "bank wall" on Scheffer Avenue and the parking lot on the Glacis. In the past, the Limpertsberg was a recreational area for the residents of the Luxembourg Fortress. Today, the neighborhood tends to become a fortress itself, cut off from the rest of the city by a wall and a no-man's land covered by cars.
