Mr. Strässle drove his motorcycle into a wall. Mrs. Speck fell ill with a brain tumor and was abandoned by her husband. Mr. Nimani has been suffering from depression since the Yugoslavian war. All of them are dependent on financial help from the Swiss government. Their situation is assessed in an assessment by representatives of the social insurance and social services. In one hour, an integration plan is drawn up to reintegrate them into the labor market. The film takes a look behind the scenes of the welfare state and shows the conversations between experts and those affected, which are marked by power and powerlessness.
